What is a Re-Opener?
In 2023, FFAP and the PCC Administration negotiated a four-year contract that expires on August 31, 2027 (you can read about it here). As part of the agreement, the two sides agreed to what is known as a wages and benefits re-opener in 2025. In a re-opener, only monetary issues like salary and benefits are mandatory subjects of bargaining.
During a re-opener, the two sides are not obligated to discuss non-economic issues like workload, schedules, assessment, and grievance procedures. But there is no rule that prohibits us from discussing those issues, and we hope the Administration will be open to a holistic approach if we bring some non-economic issues to the table. Economic issues will need to be at the core of any decision to strike, if that becomes necessary.
The next round of full contract negotiations will begin in 2027.
