Re-opener Update #3: TA on Ground Rules

Your bargaining team met with administration and signed our first Tentative Agreement (TA) of the 2025 re-opener on Ground Rules for bargaining. We re-affirmed our commitment to open bargaining, including Zoom access and recording meetings for our members. Administration also agreed to remove language requiring members to use paid leave to attend bargaining sessions in-person. 

The teams discussed establishing common ground on costing so that we have a shared basis for discussing COLAs and other high-cost priorities. The FFAP team continued to press the administration on AP job classification, arguing that changes to the AP salary schedule should be discussed first. Administration continues to assert that they don’t yet have the final report from the private consulting firm they hired to analyze AP jobs and salaries. (It’s now been over 2 years and $425K spent on the Trupp study), and so they are not prepared to make any proposals. 

While we await information on the AP job classification study, we decided to move forward on some less costly proposals, most involving PT faculty. We presented the following proposals which you can read in full on our Re-opener Issue Tracker:

  • Increase the PT faculty hourly stipend for non-instructional work from $25 to $33.19
  • Compute PT faculty step movement twice per year so instructors who have enough hours to advance mid-year do not have to wait for Fall term
  • Eliminate the cap on sick leave accrual for PT faculty to be consistent with other employee classes
  • Increase PT faculty health insurance reimbursement fund in alignment with negotiated COLA
  • Provide tuition waiver benefits for PT faculty and APs so they are equivalent to FT faculty and AP benefits 
  • Allow PT faculty to cash out up to 8 hours of “use it or lose it” personal leave in September or during the college closure in December.
  • Increase PCC’s 1% of salary contribution to OR Paid Leave from 40% to 100% (of the 1%)
  • Provide annual stipend to Counselors for license renewals without requiring manager approval
  • A clarification to Article 16 stating that when a PT faculty is hired into a FT position, they will be placed on the salary scale according to their PT step effective PT step once Fall term begins. (not during the step they are on during the hiring cycle)
