What is Impact Bargaining?

Impact bargaining, also known as “effects” bargaining  refers to negotiating sessions in between full contract bargaining to address sudden changes in working conditions or other mandatory subjects of bargaining.

A union can invoke “impact bargaining” to negotiate the impact to employees of new legislation or when management makes decisions that may impact our work or livelihoods—in this case, the impact of campus reopening during the ongoing pandemic.

Impact bargaining is only legally mandated for 90 days (compared to 150 days during contract negotiations), and unlike during a full contract negotiation, we are contractually prohibited from utilizing the ultimate leverage of going on strike.
