Bargaining Update #11: Improving Our Working Conditions

Last Friday July 7, your FFAP Bargaining team met with PCC administration for a full day with the hope of getting through our long list of non-economic proposals.

The following is a summary of what we presented:

  • Hiring committees: require search committees for faculty and APs to contain at least 51% FFAP members

  • Release time: Increase release time limit for faculty to 75% when non-instructional work requires the disciplinary expertise of faculty.

  • Faculty Department Chair (FDC) issues: Our proposal would increase compensation for FDCs who oversee facilities, require consultation with faculty prior to FDC appointment, and require the college to provide training and onboarding for FDCs.

  • Healthcare coverage effective date: Provide health insurance effective the first day of the month after employee begins working at PCC (Currently new hires must wait until 30 days or more)

  • Intellectual property rights: Clarification regarding which products/creations fall under intellectual property when these items are created primarily on a Faculty or staff member’s own time. We proposed including handouts, office documents, online course shells, audio/video recordings, and any changes made to an existing online course.

  • Low-enrolled classes, step movement, & class cancellations: Increases compensation for classes taught at the tutor rate and strengthens language for providing compensation for late canceled classes for PT faculty; allows step movement for PT faculty twice per year

  • Assessment: Clarifies that management is responsible for following the assessment process; requires PT faculty to be assessed in the modality in which the observed class is taught, requires training for individuals who are assessing faculty including a norming exercise; clarifies timelines and access for class observation process; requires management to provide written explanation of downward change in assessment rating. (This one is complex – we encourage you to read the whole proposal!)

  • Compensation for high-labor student situations, class preparations for canceled class, and virtual meeting attendance: Provides additional compensation for PT faculty who are managing labor intensive situations (for example, fulfilling accommodations requests or addressing CARE concerns), provides compensation for late canceled classes especially as a result of course bumping; clarifies that PT faculty who are required to attend staff meetings once per term may do so virtually.

  • Professional Leave: Clarifies that salary reductions for employees taking professional leave are pro-rated over the entire fiscal year

Administration indicated they would like to get all of our non-economic proposals before they begin offering counters, so there was not much discussion beyond clarifying questions. We are hoping to make it through the rest of our list next Friday, July 21.
